Agenda 21 Agenda 21 is the main paper resulting from the United Nation's Conference for the Environment and Development - UNCED/ Rio 92. This paper has been exhaustively discussed and negotiated between hundreds of countries that were present there. So, it's a diplomatic product containing general agreements and proposals. In 1994, the Federal Senate has published a version of this paper in Portuguese.
